Max Armor (it is a ton)
After messing around to find the max health that a player could have I thought it would be fun to see what the max armor might be, so here goes...
First off it is a 5 person team effort with the main person being a E/W
E/W
16 earth
15 water
6 e storage
You would need a Defensive staff of Defence (+10) and the +10 while enchanted armor so your base armor is 80. I am not sure what the armor would be if using a +5 defence weapon and a +16 shield that does not meet req, presumably slightly higher, so I propsed using a staff.
Skills
Glyph of Elemental Power (cast this before all AoE, KA, and AoM)
Armor of Earth +67
Kinetic Armor +92
Obsidian Flesh +20
Armor of Frost +40 against physical -24 against fire
Armor of Mist +44
Disciplined/Defensive Stance +24
Dolyak Signet +10
At this point, all by yourself, you could have a total armor rating of 337, 357 against physical, and 313 against fire...not bad, now the rest of the team.
Other team members:
E/R (16 water)
Glyph of Elemental Power
Ward Against Harm +70 against fire +26 against all other damage
Ward Against Elements +24 against elements
Fertile Season +15
Mo/Rt (16 protection)
Shield of Deflection +31
Resilient Weapon +24
Mo/ (16 protection)
Shield of Regeneration +40
W/ (no attributes needed)
Shields up +50 against piercing
Watch Yourself +20
After all your teammates get you set up you now would have 493 total armor rating, 563 against fire, 517 against all elements except fire, and 543 against piercing. I think that is the max unless someone can show a better setup or where I have messed up.
Totally useless information, but fun anyway.
<<<Disclaimer>>>
I have not tried this and probably made lots of mistakes.

well for maxed out, have 7 people, all the above plus:
P/*
"Stand Your Ground!" +24
Bladeturn Refrain +42 Slashing
Sheild = 8 Al Without Req, so +5+sheild=12
highest possible AL is +7 elemental and +10 Fire Sheild= 601
519 total armor rating, 589 against fire, 543 against all elements except fire, and 569 against piercing 561 vs slashing. I think that is the max unless someone can show a better setup or where I have messed up.

493/517/543/563 armor amounts to around a 99.980/99.987/99.992/99.994 % reduction in damage using SonOfRah's formula.
In case anyone cares.

And to think, all those times I died because I was taking 0.02% damage instead of 0.013%! The sheer exiguousness of it!

Gingerbread shield+sword with armor = 15 armor, which is 5 higher than your proposed staff and 2 higher than the max shield+sword. So now you'd be reducing damage by 99.981 insetad of 99.980? :P

Pity about mesmers and necros that don't care about enemy armor
I'd be curious if there actually is a max armor cap (like ias and running speed). It's one of the few modifiers that seems completely open ended.

Hehe, B-Spike goes right through any armor (both life stealing AND armor ignoring damage)

Armor above 300 or so is useless, essentially because nothing hits for crazy amounts if it factors in armor.
320 armor is roughly 1% damage.
A 418 armor target hit by 250 siege attack takes 1 damage...
Armor ignoring stuff
Plus there are the bunch of armor ignoring effects such as necro/mesmer skills, ritualist spirits, degen, etc.
Then there is the bonus damage from weapon attacks...

I think this was just about seeing how high the armor could get. Not about seeing how to deal with it. Some people try to be such spoilsports.

Thing is, all those skills that say attack does XX of damage goes right through. That +45 from Eviscerate will do the +45 no matter what the armor rating. How many people simply stand there and hack away without using skill? Not including Healing Hands wamos of course. That -150 health from two superior runes doesn't look so appealing anymore, does it?
A 16 curses necro with Desecrate Enchantments might put you on slab in one cast.

There is. We did some testing about a year ago and the number we came to was 180 I think
